Can the TTG Publisher album settings be copied into a new lightroom catalog?
Which album settings are you after?
Generally, Lightroom Publisher albums, and presumably their settings, are catalog specific.
You might try the Lightroom Voyager plug-in. With it you can copy albums and sets from one catalog to another. I don’t know that it can transfer just settings.
