…of the images in an album.
Other than ordering the images by filename, capture time, let Lightroom decide, etc, is there a way, once the album is published, to re-order them via Backlight?

Yes, you can do that in Backlight Publisher. Edit the album and just drag and drop. Then click the Save Order button
