Where do I set the Perma-Link for the pangolin album fancy box share image function? (2nd last icon on the below image)
Permalinks are handled by Backlight. So there is no need for you to set anything.
When I select the link icon noting happens except a changed image display.

It should take you to the single image page.
The only place I get this icon is when I view an image in the Pangolin standard album set to “slide show” (view image, select the “remote share” icon).

The permalink is acting as it should, I’m not seeing any problems with it.
That icon only shows in the slideshow’s image menu

It takes you to the single image page. The url to that page is the permalink.
It’s the link that goes directly to the image.
