I have just purchased a new computer which I have been rebuilding with my various apps and data. I just installed LR, copied the latest catalog backup, and then clicked on the latter to recreate LR as in my old computer. Unfortunately, I noticed that all of the published sites on Backlight-supported website didn’t appear until I also installed the LR published plugin. However, after this step, I now notice that ALL of the sites are setup for republishing. Is this something I need to do or can I ignore this requirement? If the latter, how can I “turn off” the request to republish all of the sites?

It sounds like you’ve opened your catalog, installed the plugin, and that your previously published albums are present in Publish Services (because they are a part of your catalog). That’s all good.
So, what exactly is the problem you’re having at this point?
Sorry for not being clear. On my old computer all album images appeared under the header “Published Photos”. While all seems to be OK on the new computer, I now see that when I click on any of these published albums under TTG publisher, all images open in the proper order under the header "Modified Photos to Publish" in lieu of “Published Photos”. In the past, I would only see photos under this header after adding, deleting, or changing photos in the album. This seems to suggest that since changing to the new computer, LR now perceives the albums as not having been published. Obviously, I can re-publish all of the albums but that doesn’t seem like something I should have to do. Is there a way to reset all albums so that LR recognizes them as “published” and not in need of re-publishing? Thanks so much!
Most likely this has to do with the move to a new computer and updating some configuration settings.
You don’t need to republish the photos, it is sufficient to set the ‘Push metadata without updating existing photos’ option and then do the republishing. This is fast since only the metadata is updated.
