Is there a place somewhere in Docs explaining all the options in the Design Template page?
Eg: Masthead, Pallets, Gutters, etc?

No, not really.
What I’ve done in the past was create a test template and assign garish colors to various things like masthead background-color, Top Pallet background-color, Navigation background-color, etc. and then create a page from that template.
Open that page in another window or drag it to another monitor and then start making design changes to see what happens.
For example, change the position of the masthead. If you assigned it a color like pink, it will be immediately obvious where that masthead is in relation to other parts of the page.
